Could the "2019" World Radio Conference be pulled up to 2017 to get product to market sooner?
Decker Anstrom will lead the U.S. Delegation to the 2015 World Radio Conference in November, a major event that sets international spectrum rules. He told an open meeting of the State Department ITAC that the meeting after that might be advanced from 2019 to 2018 for scheduling reasons. I spoke up with a suggestion that it be moved to 2017 if possible. Otherwise the standards process will delay the deployment of a potentially important technology, 5G in high GHz millimeter bands.

Engineers I respect are convinced gear could be ready by 2017. However, if the spectrum decisions aren't made until 2019, that gear won't get to the field before 2022-2023.

Dan Warren of GSMA, who works closely with almost all the major telcos, believes regulation delays will be a major factor. "We need a spectrum allocation from the ITU World Radio Conference, likely 2019. The standard will take a year or two after that. Then it will probably be a year or two more for gear to get into the field in volume."

Satoshi Nagata of NTT DOCOMO is looking for 5G "demonstrations" in 2018 and "deployments" in 2020. NTT's early 5G will use frequencies below 6 GHz. They will not use high frequencies before 2022 or 2023.

DOCOMO is an early leader in 5G tech, working with eight major manufacturers

Alcatel and other confirmed similar timetables, with millimeter wave gear years away. All were at April's "Building America's 5G Ecosystem," an excellent event by Light Reading. It was a high powered event with the key people. I hope they repeat it next year.

Contrary to the title, this was an international event. Werner Mohr of the 5G Infrastructure PPP Association came from Munich; Michael Peeters from Belgium; Håkan Andersson from Stockholm; Philipp Deibert of NGMN from Frankfurt; Warren from London; Nagata from Japan.

Liaison Statement to External OrganizatioNs on the DETAILED WORK PLAN, TIMELINE, PROCESS AND DELIVERABLES FOR 
the future development of international mobile telecommunications (Imt)

Shanghai, China, March 9 - 12, 2015

Working Party 5D previously informed the external organizations in a liaison dispatched from its 19th Meeting (18-25 June 2014) that it was studying the definition of a work plan, timeline, process and required deliverables for the future development of IMT, necessary to provide by 2020 timeframe the expected ITU-R outcome of evolved IMT in support of the next generation of mobile broadband communications systems beyond IMT-Advanced.

WP 5D is continuing to use “IMT-2020”[1] as an interim terminology to refer to these systems and has under discussion the specific nomenclature to be adopted for the future development of IMT.

The major points developed and communicated previously have not changed:

1                 ITU Radiocommunications Bureau Circular Letter(s) are expected to be issued at the appropriate time(s) to announce the invitation to submit formal proposals and other relevant information.

2                 Currently, WP 5D is working on various deliverables to be completed by 2015, that will provide guidance on what may be expected in the future development of IMT, including:

a)         Draft new Recommendation ITU-R M.[IMT VISION]: “Framework and overall objectives of the future development of IMT for 2020 and beyond” which addresses the longer term IMT vision for 2020 and beyond to drive the future developments for the radio access network.

b)         Draft new Report ITU-R M.[IMT.ABOVE 6 GHz]: “The technical feasibility of IMT in the bands above 6 GHz”, which addresses information on the technical feasibility on how current IMT systems, their evolution, and/or potentially new IMT radio interface technologies and system approaches could be appropriate for operation above 6 GHz, taking into account the impact of the propagation characteristics related to the possible future operation of IMT in those bands.

3                 Working Party 5D will essentially use the same process utilized in the development of 
IMT-Advanced.

a)         In the next phase, in the 2016-2017 time-frame, WP 5D will define in detail the performance requirements, evaluation criteria and methodology for the assessment of new IMT radio interface.

b)         It is anticipated that the timeframe for proposals will be focused in 2018 (late 2017 to mid-2019).

c)         In 2018-2020 the evaluation by independent external evaluation groups and definition of the new radio interfaces to be included in “IMT-2020” will take place.

d)         Working Party 5D also plans to hold a workshop in late 2017 that will allow for an explanation and discussion on performance requirements and evaluation criteria and methodology for candidate technologies for “IMT-2020” that has been developed by WP 5D, as well as to provide an opportunity for presentations by potential proponents for “IMT-2020” in an informal setting.

e)         The whole process is planned to be completed in 2020 when a draft new ITU-R Recommendation with detailed specifications for the new radio interfaces will be submitted for approval within ITU-R.

In its Meeting #20 (15-22 October 2014) and Meeting #21 (27 January – 4 February 2015) Working Party 5D has further refined the details of the time plan and deliverables and wishes the external organizations to be aware of the latest view.

The most significant update is the provision of a pictorial timeline and a refinement of some of the dates as shown in Figure 1 below. Further details of the anticipated “IMT-2020” related deliverables described in Figure 1 can be found in an associated table on the "IMT-2020" related website.

WP 5D is also pleased to announce that Report ITU-R M.2320: “Future Technology Trends of Terrestrial IMT systems” was completed and approved in 2014.

WP 5D would also like to inform the external organizations that because of World Radiocommunications Conference (WRC-15) occurring at the end of 2015, that WP 5D is only holding two meetings in 2015 instead of the usual three meetings and that the 23rd Meeting of Working Party will not occur until around February 2016 where work on deliverables such as the detailed technical requirements of IMT-2020 will begin in earnest.

Working Party 5D would like to invite external organizations to consider this liaison and provide comments as appropriate. The next meeting (#22) of WP 5D is scheduled for 10-18 June 2015 and the deadline for contributions is 16:00 hours UTC on Wednesday, 3 June 2015.

DOCOMO to Conduct 5G Experimental Trials with World-leading Mobile Technology Vendors

 

TOKYO, JAPAN, May 8, 2014 --- NTT DOCOMO, INC., a personalized mobile solutions provider for smarter living, announced today that it will conduct experimental trials of emerging 5G mobile communications technologies with six world-leading mobile technology vendors: Alcatel-Lucent, Ericsson, Fujitsu, NEC, Nokia and Samsung.

The parallel collaborations between DOCOMO and each of the six vendors will involve experimental trials to confirm the potential of 5G mobile technologies to exploit frequency bands above 6GHz and realize very high system capacity per unit area, and new radio technologies to support diverse types of applications including machine-to-machine (M2M) services. DOCOMO also expects to collaborate with other companies in its effort to test a wide range of 5G mobile technologies.

5G is a new-generation cellular system targeted at commercial deployment in 2020. The new system is expected to enable ultra-high-speed data transmissions at more than 10Gbps, 1,000-fold the capacity of existing LTE networks, as well as connectivity for massive numbers of devices to support the ever-expanding market of M2M services.

"5G studies are starting to gain real momentum as we point toward 2020," said Seizo Onoe, Executive Vice President and Chief Technical Officer at DOCOMO. "I am delighted that we will collaborate on 5G experimental trials with multiple global vendors from this early stage."

DOCOMO will begin indoor trials at the DOCOMO R&D Center in Yokosuka, Kanagawa Prefecture this year, to be followed by outdoor field trials planned for next year. Key findings and achievements will be shared with research institutes and at international conferences to contribute to 5G standardization, which is expected to start from 2016. Key findings also will be utilized for research aimed at incubating future advanced technologies.

DOCOMO, a world leader in mobile technology research, started studies on 5G requirements, concept and technologies as early as 2010. Going forward, DOCOMO will continue to actively research 5G to further contribute to the technical advancement and global proliferation of mobile communications.

Alcatel-Lucent Marcus Weldon, President of Bell Labs & CTO, Alcatel-Lucent, said: "We are excited by the cooperation with DOCOMO. Our vision is that 5G systems will adapt to the user's needs to create the 'network of you' and a new flexible air interface will be a key element. This air interface will couple to a flexible network infrastructure that takes full benefit from network virtualization and software-defined networking."

DOCOMO's 5G Outdoor Trial Achieves 4.5Gbps Ultra-high-speed Transmission
— Aiming at 5G launch by Tokyo 2020 Olympic and Paralympic Games —

 

TOKYO, JAPAN, March 2, 2015 --- NTT DOCOMO, INC., a personalized mobile solutions provider for smarter living, announced today that its joint 5G outdoor trial with Ericsson achieved a maximum data transmission speed of over 4.5Gbps using the high-frequency 15GHz spectrum band on February 17. This is the first phase of trials designed to pave the way for DOCOMO's deployment of a commercial 5G network by the Tokyo 2020 Olympic and Paralympic Games in July 2020.

In a separate indoor 5G trial with Nokia Networks on December 18, 2014 to verify beamforming, a technique for more stable high-speed data transmission using exceptionally higher frequencies in the 70GHz band, DOCOMO achieved data transmissions of over 2Gbps.

DOCOMO also announced that it has agreed with its two newest partners, Huawei and Mitsubishi Electric, to conduct technical verifications of emerging 5G mobile communications technologies using various frequency bands, including lower than 6GHz and extremely high frequencies, called millimeter waves. In total, DOCOMO's 5G trials now encompass eight blue-chip mobile technology vendors, also including Alcatel-Lucent, Fujitsu, NEC and Samsung.

The trials with Ericsson and Nokia Networks verified technologies for super-high frequencies, which tend to travel shorter distances than lower-frequency signals, a major challenge for commercial 5G deployment.

Details of both high-frequency trials will be presented at the GSMA Mobile World Congress 2015 in Barcelona, Spain from March 2 to 5.

Going forward, DOCOMO is aiming at an eventual 5G commercial service launch that will establish a highly advanced mobile communications environment for enjoyment of super-high-definition and multi-view sports images.
